On 22 July 1914, the Austro-Hungarian Minister of Foreign Affairs Leopold Count Berchtold (pictured) received a private coded telegram from the Austro-Hungarian Embassy in Montenegro.

I beg for authorisation to leave a copy of the decree [i.e. the Austro-Hungarian ultimatum to Serbia] with His Majesty the King [of Montenegro], if, as is highly probable, he should ask for it.
